How to change firewall to allow a website?

I have windows xp,please help,.How to change firewall to allow a website?actually i dont think firewalls block websites (unless you set up the block) but it could be that you have spyware or a virus, or your browser maybe blocking it. try doing anti spyware/virus scans and if that doesnt work try and see if your browsers blocking it.
