How do you change the firewall settings in the multinomah country public libary.?

i want to open a program and i need to like update it and stuff. but the firewall settings are way to high is there i way i can lower it so i can open the program.How do you change the firewall settings in the multinomah country public libary.?I doubt it is the firewall. This is public computer we are talking about and you likely do not have administrator-level access to it in order to install software.
