Why does Windows Live One Care firewall keep changing from automatic to restricted?

I have windows vista and windows live one care. Everytime I change the firewall policy from restricted to automoatic because it keeps blocking me from playing online games. The problem is when i disconnect and connect again it goes back to restricted.
