I don't know what firewall you are using.
But there should be a list that shows all the programs and permissions for those programs.

If it's Windows Firewall, then you need to change the settings in that, if it's a different one, you have to alter that program. to find which firewall you're using go to: control panel, Windows Firewall, Security centre (Bottom left)How to change my firewall to except runescape.?I think you mean %26quot;accept%26quot; but you can just temporarily turn off your firewall and boot up the game then turn it back on later.
or you can click on your firewall and goto properties and try to figure it out
